Canada is now in China's visa-free program — you can stay up to 30 days without a visa. But Tibet is a whole different kettle of fish, eh? Every foreign passport holder, including Canadians, still needs a separate Tibet Travel Permit (TTP) to enter the Tibet Autonomous Region. Visa-free China entry — and why Tibet still needs a permit

Starting 17 February 2026, ordinary Canadian passport holders can enter China visa-free for up to 30 days. Great news, eh? But it doesn't get you into Tibet. Here's the full picture.

The key thing to remember: the Canada-China visa-free program is your key to the front door of China. But Tibet is a whole different ball game — think of the Tibet Travel Permit as the specific room key for the Tibet Autonomous Region. You can't get into Tibet without it, no matter how you enter China. And you absolutely cannot apply for it yourself.

Canadian citizens can now enter China visa-free

Starting from 17 February 2026, ordinary Canadian passport holders can enter mainland China visa-free and stay for up to 30 days for business, tourism, family or friends visits, exchange and transit. The policy runs until at least 31 December 2026. No more queuing at the visa office — beauty, eh?

Tibet still requires a separate permit

The visa-free program does not apply to Tibet. Every foreign passport holder — Canadian citizens included — must hold a valid Tibet Travel Permit to enter the Tibet Autonomous Region. And here's the catch: you can't apply for it on your own. It has to go through a licensed Tibetan travel agency.

Canada added to China's visa-free list

From 17 February 2026, ordinary Canadian passport holders can enter China visa-free for up to 30 days. This is a major change for Canadian travellers — but it doesn't remove the Tibet Travel Permit requirement. Tibet remains a specially administered region with its own entry rules.

The original permit is now required to board trains

From 13 March 2026, all foreign travellers entering Tibet — whether by train or by plane — must present the original Tibet Travel Permit. Previously a photocopy was accepted for train entry from most cities. The change is understood to support security checks ahead of a forecast surge in foreign arrivals in 2026.

Overland route between Tibet and Nepal temporarily closed

On 26 August 2026, a landslide in Nepal caused the overland tourist route between China's Tibet and Nepal to be temporarily closed. Both the Gyirong (Kyirong) and Zhangmu ports are currently shut. Check back on our website for further updates.

The Basics

What exactly is the Tibet Travel Permit?

The Tibet Travel Permit (入藏函) — commonly called the Tibet Visa — is an official document issued by the Tibet Tourism Bureau that authorises a foreign visitor to enter the Tibet Autonomous Region and to travel within it.

It isn't a visa in the immigration sense. Your Canadian passport gets you into China visa-free (for short trips); the Tibet Travel Permit gets you into Tibet. You'll be asked to show it when you check in for a flight or train to Lhasa, and your guide will carry the original throughout your stay for hotel registration and roadside checkpoint inspections.

The permit lists every destination and attraction included in your itinerary. Once it has been issued it can't be extended or amended, which is why your route has to be finalised before we submit the application.

  • Issued by: the Tibet Tourism Bureau, after review by the Public Security Bureau and Foreign Affairs Office
  • Applied for by: a licensed travel agency registered in Tibet — never by the traveller directly

Important: no agency can legally sell you a standalone permit. The permit must be tied to a booked tour with a guide and vehicle. Anyone offering a "permit only" service isn't operating within the rules.

Tibet is part of China, so you'll need a valid passport to enter the country. As a Canadian citizen, you can now enter China visa-free for up to 30 days. If you're staying longer than 30 days, you'll need to apply for a Chinese visa at the Chinese Embassy in Ottawa or a consulate in Toronto, Vancouver, Calgary or Montreal.

If you enter Tibet from Nepal you'll need a Tibet Group Visa issued by the Chinese Embassy in Kathmandu. Your agency supplies the invitation letter from the Tibet Tourism Bureau.

How to get your Tibet Travel Permit

Six straightforward steps. You handle the documents; we handle every conversation with the Tibet Tourism Bureau.

  1. Send us your dates, route and entry point

    Tell us when you want to travel, how you plan to enter Tibet — flight, train or overland from Nepal — and which places you'd like to see. This is what determines which permits you need.

    We'll prepare a day-by-day itinerary and a full package quote, then hold your dates with a deposit paid by PayPal, Wise or bank transfer. Your route must be final before the permit is submitted, because it can't be changed afterwards.

    Send clear colour scans of your passport photo page. If you're travelling under the visa-free program and your Tibet itinerary is under 15 days, passport photos are all you need — no Chinese visa required. If you hold a Chinese visa or plan to stay longer than 30 days, include that too. Your passport must be valid for at least six months.

    Your file goes to the Tibet Tourism Bureau and is reviewed alongside the Public Security Bureau and the Foreign Affairs Office. We follow it through every stage and let you know right away if anything further is needed.

    If you fly into Tibet we courier the original to your hotel or residence in mainland China (24 hours to 3 days by EMS), or hand it to you at the airport. Since March 2026 the original is also required for train boarding, so we arrange delivery accordingly.

There's no single fixed price, because the total combines a government fee with a service fee that's bundled into your tour package. Here's what to budget for in CAD.

Why we can't quote a permit-only price: the Tibet Tourism Bureau issues permits only in connection with a booked tour that includes a licensed guide and a private vehicle. That's why the permit cost is calculated into your overall tour quote rather than charged on its own. A basic 4-day Lhasa-only group tour typically starts from around CAD $450–600 per person. Open and restricted areas of Tibet

Tibet isn't uniformly open. Some areas need an extra permit; a few remain closed to foreign travellers entirely.

Do Canadian citizens need a visa to visit China?

No, for short trips. Starting from 17 February 2026, ordinary Canadian passport holders can enter China visa-free and stay for up to 30 days for business, tourism, family or friends visits, exchange and transit.

The policy is effective until 31 December 2026. For stays longer than 30 days, you'll still need to apply for a Chinese visa at the Chinese Embassy in Ottawa or a consulate in Toronto, Vancouver, Calgary or Montreal. However, this visa waiver does not apply to Tibet.

Two special cases worth knowing about:

  • Dual Canadian–Hong Kong residents: If you hold both a Canadian passport and a Hong Kong SAR passport with a valid Home Return Permit ( "Re-entry Permit" — 港澳居民來往內地通行證), and your Home Return Permit lists you as a Chinese national, you can use it to travel into the Tibet Autonomous Region without needing a Tibet Travel Permit. This is a long-standing exemption for Chinese-national Hong Kong residents, in place since 2007. Note, however, that you'll still need a border permit (邊境證) for restricted areas such as Everest Base Camp and Ngari, which we can arrange for you.
  • Dual Canadian–US citizens: If you also hold a US passport, it may seem convenient to use it — but the US is not part of China's visa-free program, so you'd need to apply for a Chinese visa first. Travelling on your Canadian passport is simpler and faster: no visa required for stays up to 30 days, no extra paperwork at the embassy.
Does Canada's visa-free entry to China cover Tibet?

No. While the Canada-China visa-free arrangement lets you enter mainland China without a visa, Tibet is a separate matter entirely. Every foreign passport holder — including Canadian citizens — must hold a valid Tibet Travel Permit (TTP) to enter the Tibet Autonomous Region.

Permits are issued only through a licensed Tibetan travel agency, and independent applications aren't accepted. So no — your visa-free entry alone won't get you on a plane or train to Lhasa.

Can I just fly to Lhasa with my Canadian passport?

No. You'll be asked to show your Tibet Travel Permit at check-in for any flight or train to Lhasa. Without it, you won't be allowed to board. The permit must be arranged in advance through a licensed Tibetan travel agency, which also has to arrange your guide and vehicle.

This is the most common mistake Canadian travellers make — assuming visa-free entry to China is all you need. It isn't.

How long does a Tibet Travel Permit take to process for Canadian travellers?

Processing normally takes 8–10 business days once we have complete documents in hand. We recommend starting the application 15–20 business days before departure.

During busy periods — July, August and the first week of October — allow extra time. For Mount Kailash and Ngari, allow 15 to 30 days.

How much does a Tibet Travel Permit cost for Canadian travellers?

Permits are never sold separately, because doing so is illegal in China. The total cost combines the government fee charged by the Tibet Tourism Bureau with the travel agency service fee, and it's included in your overall tour package quote.

The Alien's Travel Permit for restricted areas costs a separate 50 CNY, about CAD $10 per person, applied for after you arrive in Lhasa. A basic 4-day Lhasa-only group tour typically starts from around CAD $450–600 per person. Canadian citizens don't need to budget for a China visa for trips under 30 days.

Can I travel to Tibet independently as a Canadian citizen?

No. Foreign passport holders, including Canadian citizens, cannot travel independently in Tibet. You must book through a licensed Tibetan travel agency and be accompanied by a guide throughout your stay. The agency also arranges your vehicle and itinerary.

Is the original Tibet Travel Permit required to board a train?

Yes. Since 13 March 2026, all foreign travellers entering Tibet by train or by plane must present the original copy of their Tibet Travel Permit.

In previous years a photocopy was sufficient for train entry from most cities, so this is a significant change. Make sure your delivery arrangement gets you the original before you board.

What is the difference between the Tibet Travel Permit and the Alien's Travel Permit?

The Tibet Travel Permit (TTP) is the entry permit that allows you to enter the Tibet Autonomous Region. It's applied for before you travel.

The Alien's Travel Permit (ATP) is an additional document issued by the Public Security Bureau in Lhasa that allows you to visit restricted or unopened areas — Everest Base Camp, Shigatse, Gyantse, Tsetang, Nyingchi, Ngari and beyond. Your guide applies for it on your behalf after you arrive.

Which areas of Tibet require extra permits?

Most of Tibet is reachable with the right permits, but a few areas remain closed and the following require an Alien's Travel Permit — and in some cases a military permit:

  • Shigatse region, including Everest Base Camp and Rongbuk
  • Gyantse and Tsetang
  • The Ngari region, including Mount Kailash, Lake Manasarovar and the Guge Kingdom
  • The Nyingchi region
  • The Chamdo region

Foreign travellers can also enter Tibet overland from Sichuan and Yunnan provinces by self-driving, but this must be done as part of an organised group, with a support vehicle, driver and guide arranged by a licensed travel agency. Please contact us for details.

When is the best time to visit Tibet from Canada?

April to October is the main travel season, with warmer days, clearer skies and full access to Everest Base Camp and western Tibet.

November to March is colder with far fewer tourists, but some regions are inaccessible. Direct flights from Toronto or Vancouver to mainland China take around 13–15 hours, with connections to Lhasa from Chengdu, Beijing or Xian. Canada is 12–13 hours behind China, so expect some jet lag — give yourself a day or two in a gateway city before flying up to Lhasa.
